Governor Ron DeSantis signed <strong data-start=\"175\" data-end=\"193\">House Bill 615<\/strong> into law on <strong data-start=\"206\" data-end=\"224\">April 29, 2025<\/strong>, ushering in a new era of electronic communication between landlords and tenants. Starting <strong data-start=\"316\" data-end=\"332\">July 1, 2025<\/strong>, official rental notices can be legally delivered via email\u2014<strong data-start=\"393\" data-end=\"444\">but only if both parties agree to it in writing<\/strong>.<\/p>\n<h2 data-start=\"93\" data-end=\"445\"><strong>Please note, this is not legal advice. Please consult competent legal advice.\u00a0<\/strong><\/h2>\n<p class=\"\" data-start=\"447\" data-end=\"513\">Here\u2019s what you need to know about this game-changing legislation:<\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/m4agQsi7XcI?si=VDY-42Irqd8OmNJ7\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr class=\"\" data-start=\"515\" data-end=\"518\" \/>\n<h3 class=\"\" data-start=\"520\" data-end=\"542\">&#x2705; What HB 615 Does<\/h3>\n<p class=\"\" data-start=\"544\" data-end=\"731\">HB 615 introduces <strong data-start=\"562\" data-end=\"580\">Section 83.505<\/strong> to the Florida Statutes, allowing landlords and tenants to <strong data-start=\"640\" data-end=\"665\">opt-in to using email<\/strong> for delivering legal rental notices. This includes notices about:<\/p>\n<ul data-start=\"733\" data-end=\"830\">\n<li class=\"\" data-start=\"733\" data-end=\"754\">\n<p class=\"\" data-start=\"735\" data-end=\"754\">Security deposits<\/p>\n<\/li>\n<li class=\"\" data-start=\"755\" data-end=\"781\">\n<p class=\"\" data-start=\"757\" data-end=\"781\">The landlord&#8217;s address<\/p>\n<\/li>\n<li class=\"\" data-start=\"808\" data-end=\"830\">\n<p class=\"\" data-start=\"810\" data-end=\"830\">Lease terminations<\/p>\n<\/li>\n<\/ul>\n<hr class=\"\" data-start=\"832\" data-end=\"835\" \/>\n<h3 class=\"\" data-start=\"837\" data-end=\"856\">How It Works<\/h3>\n<p class=\"\" data-start=\"858\" data-end=\"907\">To enable electronic delivery, both parties must:<\/p>\n<ul data-start=\"909\" data-end=\"1089\">\n<li class=\"\" data-start=\"909\" data-end=\"965\">\n<p class=\"\" data-start=\"911\" data-end=\"965\">Sign a <strong data-start=\"918\" data-end=\"940\">voluntary addendum<\/strong> to the lease agreement<\/p>\n<\/li>\n<li class=\"\" data-start=\"966\" data-end=\"1003\">\n<p class=\"\" data-start=\"968\" data-end=\"1003\">Provide <strong data-start=\"976\" data-end=\"1001\">valid email addresses<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1004\" data-end=\"1089\">\n<p class=\"\" data-start=\"1006\" data-end=\"1089\">Acknowledge that participation is <strong data-start=\"1040\" data-end=\"1052\">optional<\/strong> and <strong data-start=\"1057\" data-end=\"1087\">can be revoked at any time<\/strong><\/p>\n<\/li>\n<\/ul>\n<hr class=\"\" data-start=\"1091\" data-end=\"1094\" \/>\n<h3 class=\"\" data-start=\"1096\" data-end=\"1128\">Legal Delivery &amp; Validity<\/h3>\n<p class=\"\" data-start=\"1130\" data-end=\"1339\">Once the addendum is signed, <strong data-start=\"1159\" data-end=\"1215\">emails are considered legally delivered upon sending<\/strong>\u2014unless the email bounces back as undeliverable. This streamlines the process and provides clear time-stamping for delivery.<\/p>\n<hr class=\"\" data-start=\"1341\" data-end=\"1344\" \/>\n<h3 class=\"\" data-start=\"1346\" data-end=\"1388\">Revoking Consent or Updating Emails<\/h3>\n<p class=\"\" data-start=\"1390\" data-end=\"1588\">Either party can revoke their consent or update their email address by <strong data-start=\"1461\" data-end=\"1489\">providing written notice<\/strong>. This ensures that both tenants and landlords retain control over how they receive communications.<\/p>\n<hr class=\"\" data-start=\"1590\" data-end=\"1593\" \/>\n<h3 class=\"\" data-start=\"1595\" data-end=\"1622\">When It Takes Effect<\/h3>\n<p class=\"\" data-start=\"1624\" data-end=\"1812\"><strong data-start=\"1624\" data-end=\"1640\">July 1, 2025<\/strong> \u2013 mark your calendar. That\u2019s when Florida\u2019s landlords and tenants can start taking advantage of this more convenient communication method\u2014<strong data-start=\"1779\" data-end=\"1811\">but only with mutual consent<\/strong>.<\/p>\n<hr class=\"\" data-start=\"1814\" data-end=\"1817\" \/>\n<p class=\"\" data-start=\"1819\" data-end=\"2051\"><strong data-start=\"1819\" data-end=\"1835\">Bottom Line:<\/strong><br data-start=\"1835\" data-end=\"1838\" \/>House Bill 615 modernizes Florida\u2019s landlord-tenant communication laws, offering a faster, more efficient option for legal notices.
